The Roseland Plan passed its Referendum on 20th August 2015 and was adopted by Cornwall Council in December 2015.
UPDATE 1a - In March 2017, the following statement was issued by the Council:
The Roseland NDP has been assessed to determine whether any of its policies would be in conflict with the policies of the Cornwall Local Plan. In the case of the Roseland NDP it was concluded that two policies of the NDP are out of general conformity with the CLP. These are Policies HO3 (Re-use of Redundant Buildings) and Policy HO4 (New Affordable Housing). They are not in general conformity because they require affordable housing to be provided below the new thresholds set out in national guidance (5 within an AONB) and the adopted CLP (2016). All other policies of the plan remain in general conformity with the CLP 2016 and should be used in determining planning applications in the NDP area.
UPDATE 1b - In early 2021, in a Planning Officer's Report (PA20/05705), useful additional information was provided which applies to Policies HO3 and HO4, though it focuses on HO4 as this was the subject of the specific planning application:
The statement of general conformity has determined that part of Policy HO4 (New Affordable Housing) is no longer in conformity with Policy 8 (Affordable Housing) of the Cornwall Local Plan as it is affecting proposals below the required threshold (5 within the AONB) for the provision of affordable housing.
However, this relates only to development within the main defined settlement boundaries (Gerrans/Portscatho, Portloe, St Just in Roseland, St Mawes and Veryan/Veryan Green) of the Roseland Neighbourhood Development Plan. Dwellings outside the defined settlements will be an exception to this threshold requirement and Policy HO4 (New Affordable Housing) is in conformity with Policy 9 (Rural exception Sites) of the Cornwall Local Plan.
Therefore, any proposal for a dwelling outside any defined settlement boundary within the Roseland Neighbourhood Plan should comprise 100% affordable housing only in accordance with Policy HO4.
SUMMARY - Any proposal for a dwelling outside the settlement boundaries defined in the Roseland Neighbourhood Development Plan should comprise 100% affordable housing only in accordance with Policy HO3 and Policy HO4.

Objectives and Policies September 2015 - December 2016
The main findings of this review are:
(i) Awareness of the Roseland Plan by Planning Officers is now more-or-less complete.
(ii) Some Architects are either unaware of the Plan or have chosen to ignore it.
(iii) Alignment between the Cornwall Councillor’s view of an application and its conformity or non-conformity (as judged by PAG assessment) has increased with time. The alignment between Parish Council views and PAG assessment has decreased with time.
(iv) Planning Officer (or Cornwall Council Planning Committee) decisions are aligned with PAG assessments of conformity or non-conformity only 75% of the time.
(v) Significant numbers of applications judged not to be in conformity with policies of importance to the local community (landscape, character, housing) are being allowed.

UPDATE 3 - During 2017, to help Cornwall Council Planning Officers, a Roseland Character Guide was produced. Recently, the Roseland's Cornwall Councilor, Julian German said 'I am delighted to let you know that the Roseland Character Guide has been agreed by our five Parish Councils. Cornwall Council has sent to planning officers for use when determining Roseland planning applications.'
