Effectiveness Review
​The Roseland Neighbourhood Development Plan (the Roseland Plan) passed its referendum in August 2015. and was formally ’made’ by Cornwall Council in December 2015.

Soon after the Plan had been through Referendum, the Steering Group (SG) established a monitoring team (the Planning Assessment Group, ie PAG) for two purposes:
(i)    It was considered important to gather information about individual planning applications to make sure that the Plan was being used to help determine planning applications appropriately.
(ii)   The Plan envisaged that a review would be carried out after 2 years to assess the effective-ness of Plan Objectives and Policies.

By the end of December 2016, over 160 applications had been assessed by PAG and comprehensive data had been gathered in each case, covering the application itself, the input from statutory consultees, and the final decision (whether by the Planning Officer, Cornwall Council Planning Committee or after Appeal).

In the January 2017 Steering Group meeting, it was decided that we had enough information to allow us to undertake our review. The intention was to produce a draft by April 2017 and, after consultation with interested parties, finalise it in Summer 2017, ie 2 years after the Plan passed referendum.


The main findings of this review are:
(i)     Awareness of the Roseland Plan by Planning Officers is now more-or-less complete.
(ii)    Some Architects are either unaware of the Plan or have chosen to ignore it.
(iii)   Alignment between the Cornwall Councillor’s view of an application and its conformity or non-conformity (as judged by PAG assessment) has increased with time. The align-ment between Parish Council views and PAG assessment has decreased with time.
(iv)   Planning Officer (or Cornwall Council Planning Committee) decisions are aligned with PAG assessments of conformity or non-conformity only 75% of the time.
(v)   Significant numbers of applications judged not to be in conformity with policies of 
importance to the local community (landscape, character, housing) are being allowed.

The Steering Group of the Roseland Plan is gathering comments on this Review (the deadline is 11th June 2017). This feedback will be recorded as will any subsequent, necessary modifications to the Review. An action plan will also be produced, if appropriate. The results of the consultation will be published on this website and advertised locally.
